Short description of the project: 

Tangible outputs of the project: development of new disciplines (Values of European Union); publication of the collective scientific monograph, conducting promotion event, two annual workshops for academic, professional, and civil society audience, and the debate on the issues of equality, non-discrimination, and tolerance as an inherent element of Europeanization; development of two open online courses on the virtual platform of SumDU OpenCourseWare - for professional lawyers and for all interested persons.

Innovativeness of the project lies in reviewing conventional focus in the EU law studies in Ukraine, training law students value-based approach to law enforcement, improvement of teaching, and research methodology. The academic added value is also determined by the development of two open online courses on the virtual platform of SumDU OpenCourseWare, accessible for the broad public and people in the temporarily occupied territory of Ukraine in particular. It is also to be noted that neither the Academic and Research Institute of Law SumDU nor staff member of the project personally has been participants of Jean Monnet Programmes.

The projects aim at promoting excellence in teaching and research in the field of European Union Legal studies in the form of specific specialized teaching on European Union developments.

Law Education Program of SumDU includes several other courses on EU law (Law of EU, European Law), which allow the student to get knowledge of the characteristics of the European Union as an international organization – its principles, values as well as origins and dynamics of the process of European integration. Some of the existing courses deal with matters of EU law (comparative law, human rights, international private and public law). But the new course “Values of European Union” equips students of legal and young lawyers with knowledge of European Union values relevant for their academic and professional lives and enhance their civic skills. 

The first objective is met by the main activity of the project - the teaching activity. So, in the project framework, we are going to improve to the very high quality a newly started course “Values of European Union” developed for 3-year students via using new teaching tools, especially blended-learning and distance learning. 

Though the Department has developed the teaching programme of this subject and has prepared all the necessary training materials, it is quite evident, that to transform the subject into a real starting point of dissemination of true, balanced, and substantive information about the EU values, to form excellent specialists in issues of EU law and European integration, enforcement of EU values in Ukraine, it is not enough.

Thereby, the project is aimed at improvement of the course programme by strengthening and improving the teaching tools, by updating teaching methods, strengthening the involvement of students, and increasing the transparency of the learning process both in relation to government agencies and in relation to civil society and the public at large.

This task is implemented in the project by plotting the course content of “Values of EU” on the basis of the latest and most advanced ideas in the European Union Law, using the maximum amount of modern methodical techniques relevant to the teaching of specific topics and ideas (made under a serious scientific and practical substantiation assured by the research component of the project), providing interactivity, problem-solving and practical emphasis in training. 

To meet the objectives helps also the design of students’ project works:

  • making presentations for promotion knowledge on the EU values those will be shared via the Open Electronic Resources of the project, analysis of specific problematic issues, designed in a form of an academic essay and presentation;
  • debate on the issues of equality, non-discrimination, and tolerance as an inherent element of Europeanization with the participation of representatives of state Ukrainian authorities, scientists, and teachers from the partner universities, if agreed to;
  • some activities on the dissemination of knowledge on the EU values, as well as the involvement of pro-European-oriented professionals as an important condition of successful implementation of the EU-Ukraine Association Agreement;
  • exchanging of experience and cooperation with colleagues from universities in other countries (in particular Lithuania, Poland, and Germany), the solution of real problems and students' awareness of the importance of their future profession and the seriousness of the activities, which they conduct.

The second of the objectives of the Jean Monnet Module Action, mentioned above, is met by supporting the educational process, thus full in formats.

To fill the existing gaps in legal and allied political knowledge on the EU values and mechanisms of their enforcement in Ukraine, especially among the public at large (because the knowledge on the EU values seems to be there deep only in some groups of specialist and scholars, whose activity is directly connected with the EU, European integration processes and implementation of EU-Ukraine Association Agreement) the project envisages the creation of infrastructure-based research in the field of the values of European Union, as well as the implementation of its results to the curriculum of other universities in Ukraine. 

To meet the second objective helps also developing didactic materials and other academic publications on EU values and two kinds of distance-learning courses on EU values:

  • the first for graduate students of legal studies, academic professionals, and lawyers, which aimed to give, deep or develop their knowledge on EU policies, law, and values and thus, to increase the number of pro-European-oriented professionals as an important condition of successful implementation of EU-Ukraine Association Agreement;
  • the second for the public at large in order to equip them with a general understanding of the European civilization, its history and values, European identity, and EU values.

Achieving the second objective of the course also obtained through series of events (promotional event involving the public at large, in particular, public authorities and civil society; a workshop for law teachers of SumDU and other regional educational entities in order to share with them new teaching methods and course materials; a workshop for law professionals, teachers of SumDU and other regional educational entities of all disciplines, civil society, and all interested persons).

Also, the research activities comprise close cooperation with colleagues from foreign universities and research centers dealing with EU values, value-based legal reasoning, the publication on their basis of periodicals, mastering a new scientific approach - formation of a "code of discrepancies" in the positions of scientists on the main issues of the subject, as well as a topical manual on the subject written in Russian, which will be shared via online resources of the project in order to deliver it to inhabitants of territories of Ukraine, uncontrolled by the Ukrainian government.

Furthermore, the research part of the project also includes an element of research for other educational levels such as a workshop for teachers, because it implies the new teaching methods developed through conducting a debate and workshops on the issue and preparation on the results of these activities.

And of course, in the context of meeting the objectives of the Jean Monnet Module Action, it is necessary to recall such long-lasting and sustainable outputs of the project as:

  • Open Electronic Resource of the Project which will serve as a platform for communication among faculty, scholars, students, NGOs of different states, for sharing students’ works and informing the public at large about the Department activities in the EU values issues and as an open educational resource;
  • Open Online Course “Values of EU” for the general public, available for everybody for free on the OpenCourseWare platform of SumDU;
  • the building, as a result of the project activities, of a permanent network of regional cooperation in the research of the EU values and successful implementation of the EU-Ukraine Association Agreement.
